Default Not charging

New to golf carts. Purchased a 1998 Club Car 48 volt. Seller said it was parked for 9 months and it would not charge. He used a regular charger to get it up enough for the regular charger to work. Batteries were dated 12/15. So figured that they were bad . Replaced batteries. Intial the meter read 0% and 35 volts. Plugged charger in overnight and it dorpped to zero. Meter read 100% and 54 volts. Couple of hours later with no usage and batteries were at 65%. Replugged in the charger until it read 0 amps. Meter reader 0% and 35volts. No idea what the issue maybe.
