Default "98 DS that wants to move without accelerator input

I have a 1998 Club Car DS, electric golf car. Whenever the selector is in forward or reverse, the car tries to move, without any input from the accelerator pedal. What might be wrong?
I’ve already tried several things, but can’t seem to resolve the issue.

I tried checking the linkage from the accelerator pedal to the micro-switch, for any damage, and proper adjustment. That all looks good.
I then checked the micro-switch for the speed control. When activating the accelerator pedal, the switch clicks both when engaging and disengaging.
I was seeing what seemed like an abnormal amount of arching from the directional selector. I removed that control and cleaned all of the contacts, then replaced the control.
I’ve disconnected both positive cables, and removed all wires from the solenoid. I then checked continuity on the solenoid. It checked at 0.0 ohm.

Change the solenoid. It's stuck closed (on). That's why you're seeing the arcing on the F&R switch when you change direction.

Is it fixed yet?

How'd I know it was a resistor coil cart......Hmm? Depending upon how fast it wants to move away initially, you may have additional issues in the V-glide. Also not there is a MS in the V-glide which may be stuck or broken closed and this is holding the solenoid closed. This bears investigation. The cover to the V glide pops off for inspection

So I take it that this solenoid should be normally open? I'll get a new one.

The solenoid is an on off switch for the main power. So far you have determined either the solenoid is bad or the solenoid activation circuit is bad.
Do this -
Observe there are 2 small terminals on the solenoid. One small terminal has one wire on it. Remove this wire from the post and tape it up so it is not contacting anything.
Cart still run? Solenoid is bad.
Cart not run. activation circuit bad.
