IE runs me in circles and still won't open it ,says it can't find it ,,sorry I'm a DA when it comes to these machines . I'm on a PC

I finally got the pdf to open ,had to re-install adobe again ,it had been deleted some how.Anyway,,found a terminal on a wire that needed replaced ,did that ,ok,now the cart will not move ,do I need to reset OBC ?From what I've read the OBC may be keeping the charger from doing it's job but my friends charger worked so I'm really dazed and confused now seeing how nothin works
