Default 94 DS. Brake Drum grabbing when tightening lug nuts. Please Help

Cart was not running when I bought it but I don’t remember having an issue pushing it onto the trailer. The brakes were absolutely shot so I bought new pads and new drums. Passenger side is fine. Drivers side is weird. I can spin the drum without the lugs. As soon as I tighten a wheel on there then I can barely spin the wheel. It’s almost as if the drum does not tighten concentric to the axle. I have the pads adjusted to their innermost position also. Any ideas?

So you replaced the pads and drums on both sides, right? Have you double checked that you installed the new pads correctly? There should be a leading and trailing shoe on each side.
