Any more infor on speed?
I have this 2002(PDS) EZGO cart which has new batteries & controller,it runs very slow .The speed sensor looks ok and ckeck OK on 2 cir/as for ohms ok.All the batt show 6.19 to 6.14 under load .Is...

what kind of chip do you have in in the cart, no regen braking (ie. speed chip) will usually be red, pull the controller cover off and find out (located on pass side), and if all else fails throw some air in those tires

that cart is self diagnosible. enter the mode as per the cover on pass side, see what code it gives you, just because the speed sensor ohms good, does not mean the controller likes it, I was stumped on one for a few days, before I just swapped it from another cart, and it was fixed. Just an idea.
