The batteries were fully charged before I tried running it. Is there a way to test this controller?

There is a 67 step trouble shooting tree in the Ezgo manual, much of it applies to the controller. Not sure what to tell you. Basically if you eliminate everything else, batteries, directional selector, cabling, motor, solenoid, then the control is bad. which is typical even for rebuilt units. The fact that it tries to run tells me everything else is trying to work.......

Step 61:
Key on, directional selector in R, depress pedal... voltage between B- and pin#4 = pack voltage = replace controller.
(pin 1 closest to driver side)

thanks for all your help. I was hoping it was not the controller since this was a "new" one. I guess i will be buying another one and chock the other one as stupid tax for buying on ebay.

I would be happy to get you a good alltrax 400a that will give more speed and torque

You need a HD solenoid minimum... You can get away with the stock wiring ~ of course it is better if you replace about 3 of the old cables. The battery main positive and negative and the solenoid to control cable...... Those are 3 short cables. But I just replaced a guys DCS controller with this unit and and he said he will change those cables later, it is running great three weeks later, no new cables ... he had been thru a few rebuilts before ... he loves the new power and speed.

400 amp Alltrax and 200 amp solenoid with resistor and diode is on sale for $459 Cables on Sale for $59 = $518

I went through the tests in the DCStroubleshooting pdf and if I did everything correct it indicates the ITS is bad. When I test putting the negative terminal on the battery negative and touch the #2 pin(black) it reads 13.8 volts. The instructions then say to disconnect the 6 pin plug from the ITS and test again and it reads 14.0 volts. According to the directions a reading of 14-16 with the 6 pin plug detached then the ITS is bad. does this sound like a possibility.
