Because you said parking brake wires were disconnected when you got the cart, I’d suspect that’s the problem. Be sure switch or contact on parking brake is working properly and that brake lever is fully released. My 2010 Emerge 500 doesn’t engage the solinoid until parking brake is fully in the off position.

Cart is running, turned out to be the motor and controller.
