Default G16-e very slow

CG or anyone, I need some help. Have a G16-e, runs very slow. New batteries and no voltage drop under load. Forward/reverse contacts show full battery voltage. Pulled the motor, seems like it may have been in water, cleaned it and checked continuity, all good. I have 37 volts to s-1/s-2/ a-1. I have 37 volts to a-2, then when pedal pressed, voltage drops to 14 volts (pedal floored). The controller was sent out for a rebuild (said corrosion and possible water damage). Getting the same results after the controller rebuild. What am I missing? I'm getting to old for this $hit

Z-1 tester on a G16 controller? Never heard of that.

Haha, you got me, not on a G16! Well, since we are talking about the high current wires, I would take this approach. Put meter on pack B+ & B-, step on pedal, no significant voltage drop? Move red probe to solenoid "in" terminal, no significant voltage drop? Continue on a path of each component toward the motor until you find the drop. G16e was my least favorite Yami electric, the combination of a horrible F&R, and a failure-prone controller is a bad recipe.
