Default 2008 g22 lifted limo gas. Can it go 25mph?

I would like to get my cart from 20 to 25mph so that it is considered a low speed vehicle in my town, allowing me to go on all roads 35mph and slower.

It currently has 20mph to give. The 10mm trick is done with a zip tie. Nothing left there.

Anything else I can do?

Ploughmans said they refuse to sell the spring by itself and that you have to purchase a $69 kit + s/h. He said it includes a bearing and belt as well. Any thoughts?
