Default DS gasser not shutting down

A problem has cropped up on my BIL's '94 DS Gasser. Sometimes (not every time) when he comes to a stop the engine will remain running without his foot on the gas. Cart will not creep during these events, and the engine will shut off with the key. I suspect some sort of accelerator microswitch adjustment or replacement. He thinks this micro is in the airbox. Is he on the right track?

There is a black box under the seat on the driverside that houses two micro switches stacked one over the other.
The upper micro closes when the pedal is released to ground the ignition, and shut the cart off.
The lower one energizes the solenoid when the pedal is pushed to start the cart.
You could either have a faulty upper microswitch or the cam that operates them is out of adjustment just a bit.
