Default 03 Club Car DS - speed adjustments

Played around with the zip tie deal and throttle rod today. Here is what I got.

The cart in stock form was hitting 11-12 mph.

removed throttle rod and lengthened it just enough so that the cart would shut off when off the pedal.

zip tied the governor spring so that 2 coils remained. This is where I'm a bit confused. Unlike the photo shown in another post, my ties are tight around the spring with no throttle engaged and no slack in the ties. (basically just squeezing the first 3/4th of the spring tight). The spring really doesn't stretch that much during wot. Even with no zip ties, it doesn't stretch much ( maybe 1/4" or slightly more)

Anyways, I run it up the road and hit 19-20mph before the rev limiter appears to kick in and shut things down with a sputter and then fire right back up.

I reinstall the ties so that 3 coils are free, run it and hit a steady 18-19mph and no cutting out. Seems to be about where I want it. The cart does seem to snap a bit on start up. Is this to be expected with the throttle rod adjustment?

Put some more slack in your cable at the black box and then adjust your gov and you should see smoother starts.
