Default Brake shoes - one moves, one doesn't

I was doing some cleaning of the brakes since they don't seem to be stopping the cart as well anymore, and what I noticed was that when I depress the brake pedal, the front shoe moves, while the rear shoe stays put (doesn't seem to move much at all). I don't think this is normal. Anyway I can fix (or troubleshoot)? I have attached a photo for reference.

What you are observing is totally normal. When the shoes are constrained by the drum pushing one out will quickly force the other shoe to move. It's this way on all drum brakes.

Agree with Gorno, however the adjuster assembly at the bottom should be mounted in a "slider" to allow the first pad that contacts the drum to push the other one out. This slider should move freely by hand, lots of times they freeze up and cause poor braking.
