Typically You would turn the wheel by hand, but the voltage will go to 0v if the speed sensor is working.
Try again turning slowly by hand (and stopping at 0v or the lower voltage) since depending how fast the wheel was actually turning, your meter may be giving you an average reading. If You get the same results (not 0v), the speed sensor is not providing the correct signal to the controller and should be replaced. |

I turned the wheel by hand and it did not change voltage.... then I hit the pedal..... and I put another speed sensor on after that and got the same result..... starts off fast then drops.....

I checked the voltage again and it was at 2.36 and I slowly turned the tire by hand and it went up to 2.46 with the new speed sensor

Are any of these sensors OEM?
You can try to simulate a working "speed sensor", disconnect the speed sensor and put a wire in each the Green and Black wires on the harness side of the 3-pin connector. Touch the wires together and then disconnect them several times in a row, You should hear a hum from the motor after a few pulses as the Controller powers the Field coil to stop (walk away brake) the movement it thinks is happening. If You keep creating pulses by quickly touching the wires together and separating them, the reverse buzzer should start beeping as well. Again that is the Green and Black wires. |

That's my next step in about 5 minutes... I'm getting frustrated.... I put a new controller and it still doesn't work so it has to be the speed sensors aren't oem

I put a jumper wire from green to black on the cart side 3-pin connector and touch them serval time in a row.... the motor did nothing nor did the back up alarm
