I repeat my suggection:
Suggest you contact Alltrax (or the vendor you got the XCT from) and tell them the throttle voltages you get.

Ok with the c4 plug in Im getting 5.3 and when the pedal is pushed to the floor I'm getting 3.5

At the controller with the plug out im only getting 7.8

The 7.8V with C4 plug out indicates a controller failure.
