Default 1995 Club Car Slows On Full Battery Charge

I'm brand-new to the world of golf carts. I have a '95 Club Car (early model year with the Multi-step Potentiometer). When I drive it on the fully charged new battery, it starts out fine but starts dropping speed within a mile or so. It gets to the point where it slows to a crawl and if I depress the accelerator past a certain point I can hear a rattle under the seat. The charger indicated the batteries were fully charged when starting the ride and down to 65% when I limped it back. Most online troubleshooting deals with newer carts. Any tips for a total newbie to check out?

I all batteries are brand new make sure the 10ga red wire from the charger receptacle is connected to the same battery post as the big cable that goes to the Solenoid.

Thanks for the heads-up. The batteries are indeed new, and I checked to make sure the charger is connected to the first positive post in the series which also is attached to the solenoid. I read up on solenoids (as I mentioned, I'm a total newbie here) and understand I should be hearing a "click" when I turn the key to on, which I am not hearing. Possibly a bad solenoid?
