Your Equus Innova Model 3310 will do the job.
The only scales you'll be using are in the Yellow and Grey areas.
The Red and Green scales are more or less useless for troubleshooting electric golf carts.

To measure the 36V battery pack voltage, select the 500VDC scale in the Yellow area, connect Black test lead to Negative post on right-rear battery and Red test lead to Positive post on right front battery.

To measure the individual battery voltages, select the 20VDC scale and measure between + and - posts on each 6V battery.

Testing ITS sensor (and everything else) is in Section E of the service manual.

It would help greatly if we could know if the solenoid clicks when the cart goes or doesn't go. There is no need to take up the floor to test the ITS throttle signal system yet. The ITS test can be performed at the controller pin.

Now what about the solenoid activation and function first? Lets start with the basics.

Check the controller output between B-and M-. When the solenoid clicks it should read full power and decrease as the peddle is depressed.

I brought the cart to the truck show this weekend and did a BUNCH of riding on it and wouldnt you know it, it never stopped once. I had my multi-meter with me in the cubby hole the whole weekend so i could check it if it did it and it never did. I will check this next time it happens Scotty.
