Update:
I used a multimeter and found 37 volts inside the charger after removing the cover. Is it safe to assume this means that all of my wires are good and wired correctly and the problem lies with the charger itself? This thing is driving me nuts.

1. Were exactly inside charger did you find 37V?

2. No. The battery charging circuit can be connected without the battery sensing circuit being connected.

The only place the Battery negative side of the battery sensing circuit can be measured is when it enters the control board. Measures between the Black and the Red that connect to the control board. Without the battery pack voltage between those two wires, the charger wont turn on.

I took the charger to a shop and we tried it on another 36v ezgo they had there and it didn't work on that cart either. The service guy told me that when he plugged the charger into the cart, it should have made a clicking sound inside the charger, even without the ac cord being plugged in. Since it did not click, he believes the circuit board is bad. Does that sound legit? I left it there for him to repair.

Hopefully he measures the voltage between the red and black wires connected to the control board.

An open between the outside of the negative terminal in the cart's charge receptacle and the charger's control board, and a bad control board have exactly the same symptoms.

Problem solved:
He found a bad fuse inside of the charger. It's now home, working properly charging my cart.

Thank you for all of your help trying to figure this one out. I've only been in the golf cart world for about a month but I'm learning as I go thanks to people like you.
