Go to vintagegolfcartparts.com click on reference at top, wiring diagrams and you should see your wiring. You can look up serial #'s parts etc. Sounds like selonoid is stuck in one position and wiring is wrong. Hope this helps.

Now here is the problem
On the Voltage Solenoid, the guy I bought it off of has all 3 red wires on the front big hub. If I hook it up with 2 in the front and 1 in the back, it doesn't even move. Not sure if the 2 small hubs are wired right as well. First Golf Cart I have ever owned, So this is all new to me. Any help would be great without busting my balls more please and thank you.
One more thing, I put it in gear (forward or reverse) it just takes off on its own with out touching the pedal.
one more question ... is it a controller cart ?



or a restorer cart ??

That was nice of you. Wanted to do that but all of a sudden apple phone won't let me. I can pick a picture, upload. It when I go to close upload nothing happens. No other issues with phone. Maybe I am doing something wrong. Ken

First thing is to determine if the cart is a resistor cart or a controller cart (solid state). Could be either in that year (1989).
Does the cart look like the picture under the seat? If it does it is a resistor cart. I included a basic wiring diagram for a resistor cart. Can you post a picture of the cart including what's under the seat?
Once we know which kind of cart it is someone can help you diagnose. I suggest that it is not running correctly now, it is 28 years old and who knows what has been done to the wiring. You are likely to have to start from scratch and rewire it.
