Help with serial number plate

Hey fellas,

I got a good buddy of mine going camping with us next month. We told them that to bring their golf cart to the site that we are are at they need to insure their cart. Well, the insurance company wants a vin number. Guess what, they bought the cart a few years back and never thought of it, but when checking in the two spots that they are located, there was no plate present. (Under the dash and under seat in the back.)
In this case is there anything else we can do to find out the serial number or get a new one? Thanks!! The cart is a '93 according to the owner.
