Default Club car precedent brake pad dragging

I can hear one side of the carts brake pads dragging. I have pulled off the hub and tried to loosen the star but it is still dragging. What else can I do? The star was difficult to turn as I was going the opposite direction of the teeth.

These brakes are self adjusting. If you back the star adjuster all the way off, the drum should easily slide over the shoes. Once everything is back together and you have the wheels on, pump the brake pedal a few times to adjust the shoes. Spraying the adjuster with some WD-40 while you're in there may not be a bad idea either...
