2008 YDRE Yamaha controller question

2008 YDRE has a moric controller. Reading voltage on positive terminal is a little over 8 volts. With igntion switch on goes to pack voltage. My problem is at times cart is dead. Acc Pedal engaged and nothing happens. When I engage run tow switch you hear the usual click click noise. With acc engaged nothing happens. 1 to 3 mintues after run tow switch in engaged you will hear a single click and then cart will run.
New moric controller
new run tow switch
new solenoid
new throttle at acc pedal
fuse is good.
pack voltage is 50.2 volts
Checked motor, all readings are where they should be.

Is controller Def?
