Powerdrive charger issue

2002 DS 48v
new batteries
I have a charger for it that works perfectly, charges, turns off, then on when needed.
I have another charger I hooked up to it to test and it turns on, buzzes, but the needle does not move and it does not charge.
Is it time for a rebuild or something else maybe? I have rebuilt one before but it was just not kicking on it the rebuild kit was only $25. Just want to see if it could be something else before rebuilding.

If the charger is humming, just replace the heat sink rectifiers.

The AC side and the solenoid activation is working.
