The battery pack should not be connected to the frame.
Whether it is or not is the question.

What you are describing is consistent with the head/tail lights having been originally installed using the frame for ground, like they are connected in an automobile.

Try this:
Remove all wires and cables from the negative post on the first battery.
Remove all wires and cables from the positive post of the second battery.
Remove all the wires from the + and - 12V output of the converter.
Make sure all loose cables and wire aren't touching each other or anything else.
(This is overkill, but I don't want you to accidentally blow up your Ohmmeter)

Connect one Ohmmeter lead to the disconnected +12V line with fuse in it.
Connect other to bare spot on frame.
Turn on headlights.
If you get an Ohm reading the Head/Tail lights are connected to the frame.

I am sorry, but I have to leave for a doctor's appointment and then I am going to to have to take my RV to the dump station and bring home to re-fill fresh water. etc.
Will try this test later this evening and get back with you with the results.
