Default 36v to the motor

I've got an old 36v cart that is slow up hills. Just bought reconditioned batteries and put new cables on it. With the throttle all the way down the motor checks 36v (with cart off the ground)

What should I look for?

After review of the post I should say that it's not a solid state. Sorry I'm new to this. It's a 1979 mdl ezgo. I think you guys call it a resistor speed control? I'm not real sure. I have read where people recommend to upgrade this system but I really just wanted something for my dad to be able to use around the house. I didn't realize it would be so sluggish going up hills though.

Sluggish uphill is the nature of the beast.

More in a moment...

All carts slow as the load increases like when going uphill. The increased load requires the motor to draw more amperage. If that amperage is not available or cannot be delivered adequately then performance will drop off considerably.
The best you can do (short of upgrading to solid state & buying a fresh motor) is to make sure all the connections are clean and tight and the cables and contacts are fresh. After all, you are asking about performance of a 30 yr old cart.
