New coil installed same result poor/ intermittent spark. Any idea how to test rpm limiter or exiting coil?

I'm pretty sure that the new coil you got has an rpm limiter in it, so you've already replaced that. I'm not sure how to check the exciting coil (the coil behind the flywheel).

would it be the CDI box? Black box mounted with the top screw of the coil. the coil plugged into it.

Just to close the loop with anyone who may be wondering I came across a post about retro fitting another ignition system on my 91 club car. Believe it or not it said you could use an ignition coil and ignition module from a mid 90's Chevy 4.3 V6. It gave a brief wiring description and I did some research to the terminals on each to determine what each did. I went to the local junk yard Saturday and picked up the parts from a 96 Chevy blazer and in less than a half an hour I was running and starting without any hesitation for $15. This process does bypass the rev limiter but with some adjustment to the carb and governor I feel pretty comfortable I won't have a issue. If anyone is interested just google "how to bypass the rev limiter on a 1991 club car" the post comes right up.

Great info! Thanks for posting about that. I never knew that was an option.
