Default Gen/Starter or Solenoid?

Just about to get my 1999 Carryall running but when I first push on the accelerator it either delays before turning over (2-4 seconds) or it will turn over slow the first time or 2 before it finally turns over at speed...

I bench tested the gen/starter before I put it in and when I energized it, it took right off so I am leaning toward the solenoid.

Any guesses?

I figured out my own problem.... It was none of the above.

It seems as if the bolt in the ground cable (at the battery) was about 1 thread too long causing a loose ground. Shortened the bolt, tightened the ground and presto! Problem solved.
