Everything looks wired correctly from what we can see in the pictures, although I am not a fan of the wire nut on the one connection, has no business being in a cart, save that for the house hold wiring, and the all of the battery cables look to be fairly old and some of the crimps do not look very good to me. I also notice that the positive lead coming from the charger port has a much bigger lug crimped on that it should be. IN my honest opinion before you do anything else, get some new properly crimped cables on all the batteries before continuing on.

Other than that if you have verified all of the micro switches on on the f/r switch are working ok then its coming down to either your F/R switch OR your controller.

With the main POS lead off of batteries you can Ohm out the micro switch to make sure it is working with a DVM. Simply set meter to Ohms and put lead on com and either the Normally open side(NO) or Normally Closed(NC) of the micro switch. NO/NC depends on the micro switch some have both some do not and I believe the carts come with NO. Once you have the leads on both of those location click the rocker to make the micro switch you should hear a steady sound from the DVM.

DVM= Digital Volt Meter
