Okay, slowly push the pedal to the floor and the voltage between B- and M- ought to smoothly decrease to near zero volts.

If it doesn't, check the throttle input to the controller.
If not the throttle, the controller might be bad.

35.78 was lowest when slowly pushing pedal down. Let go with volt meter still hooked up and is very slowly going down.

Looked at pedal micro switch and it's no good. I bought it new, but I guess all the testing and moving cables and wires around burned it up. Ordered a new one. Post back once installed.

I connected m with b+ and jumped and the wheels moved. I then jumped both large terminals on solenoid and got nothing. I get battery pack when going from battery to battery side of solenoid, but low numbers at controller side. I just had controller rebuilt and also have a good spare and both do the same thing. Could there be another reason besides the controller for this issue? Still only clicks

1. Please state what you did clearly and concisely. I read this sentence as you connecting the controller's M- and B+ terminals together. If you did you bypassed the motor and put a dead short on the output of the controller.
2. If you bypassed the solenoid contacts while the output of the controller was shorted (as described in 1. above) you might have taken out both the controller and the solenoid contacts. Did you get a big spark?
3. Both large terminals should have the same voltage on them after the solenoid clicks. If they don't, the solenoid's contacts are not making good contact.
4. If both controller were used with the output shorted, both may be bad now.
5. Yes.
6. Good, at least the solenoid activation circuit work.

I did jump the controller, but then put back to nomal. Then I to jump the solenoid. So no it wasn't done at the same time. It is still clicking. I was just trying to follow the instructions in one of the posts to do some tests on the controller. I also again followed another post about using my 3 terminal controller instead of the 4 terminal controller, but had no change.

Not sure you can make it out, but I'll post. I have tapped into pedal and key wires just to make sure I followed diagrams right.
