Default Club car Precedent Backfiring

I purchased a used Club Cart Precedent Gas last fall and left it at my parents beach house in the off season. Well I cranked it up and it seemed to be running fine until I went WOT. Once I started to accelerate, the engine would run for a few seconds and then cut off. Then it would backfire once I came to a stop. From reading around, it sounds like the governor has been messed with. I think I have located the govenor but I am having problems adjusting it back to normal. Do I need to just adjust a screw to make the line longer? (Sorry, I obviously have a lot to learn about these carts) I was hoping I could just cut a few zip ties but I am not seeing anything that has been adjusted with ties or rubber bands. Does anybody have any suggestions?

I took a couple of more pictures to help. Does it look like the cart is backfiring b/c the accelerator cable is too toghit and the throddle plate won't fully shut? Thanks in advance for any help.

There's no adjustment at the spot you keep taking pics. Follow that cable back to the transmission. It should be attached to an arm. On the other end of the arm is another cable and a spring. See if there is a zip tie around the spring to tighten it. Remove it if there is one. If not. Follow that cable to the front where it enters the black box. You may have to adjust the screw at the end of the cable.

If you don't have a rear seat take off the access panel. If the precedent models have one. Been a while since I've looked at one.

There isn't a black box (Electrical Components Box) on Precedents,
the throttle cable goes directly to the pedal...
If I'm not mistaken, there might be a cable adjustment under the floor mat, under an access panel, just in front of the pedal group.
