Default 1999 Club Car Solenoid Resistor Overheating

The Resistor on the solenoid of a 1999 Club Car is overheating. The solenoid was just replaced the cart moves in both directions. Measure the resistor value when it was cool and read approx 280 ohms.
Isn't this supposed to be 470 ohms?
