If I have tested it right it looks like I need a controller. Went by the repair manual.Pack voltage 37.3
Solenoid clicks
Pin 5 J1 voltage 37.3
Pin 1 J3 37.3
Run-tow switch red wire 37.3
run-tow switch yellow/red 37.3
Pin 2 J3 37.3 Next step Replace Controller
I still can not get a self diagnostic to run all I get is 3 beeps I was told is the speed setting.

you got the diagnostic to "run" (speed code is just the first part of it, error codes would follow) but you got no errors. As i said earlier, it's never an accurate test, unlike a newer 48V model where you plug a handheld in. It's at best, a 'guess'. 75% the time it gives you nothing.

Thanks. I will stick with the voltage test I ran and order a controller.

The PDS was a very easy car to work on IMO. Only three major components have any real chance of failing in my experience--motor is dead last, but controller and solenoid are common, solenoid most common. It's most always going to be one of those three. I can pretty much diagnose a PDS that is pushed into the shop by the symptom--no longer need a service manual.

Before you buy a controller check the throttle signals on J4

J4 pin 1 goes to 36 volts AFTER you step on pedal.
J4 pin 2 is 36 volts BEFORE and AFTER you step on pedal.
J4 pin 3 varies with pedal position from about 1.5v to 3.0v
J4 pin 4 is about 14v.
