Replace the batteries in your handheld DVM and measure that voltage again.
If there was only 3.7V at the keyswitch, the solenoid wouldn't click (energize) and the cart wouldn't run. See attached schematic for a TXT-48, the keyswitch is labeled KSI (Key Switch Interlock) |

Hmmm. Yea I may need to recheck. I ran 16ga directly from bat pack to meter.
