slow speed only!!!!

i have an 1984 ezego electric cart. i have followed the wiring diagrams and have double checked the wiring. i only have slow speed and it seems to have no power going up small inclines. i have cleaned the contacts at the throttle switch. i have 36.8 volts from the batteries. help?

36.2 is empty and 38.4 is fully recharged. Voltage reading do not always show a weak cell which drops out under load..... an inexpensive specific gravity tester will show a weak cell, it only takes one.......
