thanks guys for the response . yes I did clean every wire with wire brush and also replace 2 ends on a few high volt wires. just cut ends off and put new copper ends on but still same. so I am really thinking the brushes in motor need replaced . any other suggestions would help before I tear the motor out . thanks everyone

seeing as you have completed cleaning all of the connections....and the symptoms are still there, I believe the cleaning the commutator and possibly replacing the brushes should do the trick. you do by any chance have or know someone that may have another motor that you can swap out as a test? it could possibly verify your suspicions.
