Shouldn't the pedal switch cam rest on the plunger and hold the NC contact open and when the pedal is pressed the plunger moves forward and the switch cam falls off to the NC position?

It could be... Whatever his problem is, the pedal switch action is inverted.

My next question is anyway to make it faster? Is there a limiter or anything?

On that old cart, you can upgrade to 48 volts by switching to 8V batteries and upgrading the charger and electricals/electronics. It could get expensive, but check out www.cartsunlimited.net and read the Upgrade options.

Just remember if you ever have to replace the pedal box microswitch again use the normally closed (NC) switch arrangement instead of the normally open (NO). This is a commonly misunderstood operation when troubleshooting or replacing pedal box microswitch operation and adjustment.
