I got the hand held and followed the menu as you said and it worked.
Now the solenoid voltage is (60%) 28V .

But the temperature is still high , it might be lower , but too high to keep my hand on.

I don't know what could the problem be.

I tried to measure the temperature , It reached 62 deg C ( 143.6 F) . What's the normal temperature of a solenoid that worked half an hour ??

That sounds about right. They do get hot. What is too hot for our skin is still within range for something like that. Now if it exceeds 200F, there's an issue.
