That ought to be full battery pack voltage as long as the battery charger is not connected to cart.

Check for full battery pack voltage on the smallest of the three wires coming out of the backside of the charge receptacle. The in-line connector is a easy place.

Only got as far as J1 Pin-4 (Hopefully that is what you meant by calling it J4) on previous post.

J1 Pin-5 ought to be full battery pack voltage 100% of the time while batteries are connected. Voltage source for it is the small red wire connected to the solenoid's battery side large terminal.

That red wire also feed the beeper and there is something called a sonic weld where the wires to the beeper and controller split. The sonic weld might have been damaged while you were zip tying the wires. Trace the red wire from the controller into the cable cover to and find where it splits in two and make a new splice.

J1-Pin-8 is low, but is fed by J1 Pin-4, so it being low is to be expected.

However, You say J1 Pin-1 has pack voltage, yet it is also fed by J1 Pin-4, which is only 2V.

Nvr mind - I see Johnnie has brought out the old J1 pin out for diagnostics ... Does the installer have a laptop with the Alltrax software loaded?

No on the USB cable, headed to Walmart now for one. I don't have the software either so will need link to that.

Please note the green led doesn't light up.

The Alltrax software and user manual are free downloads here > https://alltraxinc.com/alltrax-tool-kit/
If the Controller LED is not working the controller may not be getting power. Check the reed switch as JB suggested in post 23.
If newer than 2005 the cart may have a main battery positive connection instead of the reed switch.

I got the USB cable but too late tonight. Will check first thing in morning.

Ok, so checked all working. All is good. I even got new plugs for blue and yellow. Still nada.

I plugged laptop into controller and sure enough it is flashing green 4 flashes then pause and repeats.

Not sure if this means anything, but my cart is 36v and the wattage rating is 48v.
What am I looking for now?
