Default Not reaching top speed

Good day all. I have a 2008 txt with the freedom chip installed and some pretty aggressive treaded tires that are about the same size as factory tires. I know that will impact top speed a little bit but not this much. I just replaced all batteries to Trojan 105s. The Trojans 105s I had in prior we’re about 5 years old and I was hitting 19mph with the same tires and freedom chip. The new batteries have a full charge and I’m only hitting 17mph. I also have to change my brake pads because I thing they are down to metal and are rubbing a little one side.

I know these aren’t blistering speeds but every mph counts haha. Any information you all could give to get back my 19mph I would greatly appreciate it!!!
