The 2Five was designed as a road legal automobile that fits the legal description of a LSV (Low Speed Vehicle) under the newly introduced federal regulations. It was only allowed to be sold at automobile dealerships in the states that adopted state versions of those regulations. Most golf cart dealers were not automotive dealers, and could not offer them for sale. The laws pertaining to the sale and operation of LSVs vary from state to state. Most mirror the federal law to a great degree. A LSV, like other Motor Vehicles, are assigned a manufacturers Certificate of Origin when built. This document is what auto dealers turn in to the state, with a copy of the Bill of Sale, in exchange for a Motor Vehicle Certificate of Title. I don't want to delve too deeply into the beaurocracy of titles and registrations. Lets just suffice it to say that the public at large has been duped into believing that vehicle titles and registrations are required. It has been turned into a huge moneymaking enterprise by the states. The actual legal ownership documents are the Certificate of Origin, and the Bill of Sale. Everything else was introduced many decades ago, to ensure that Motor Vehicles would comply with Federal regulations, which would be enforced by the states. I was a manufacturer of electric vehicles. EVs, NEVs, and LSVs. I shut that down a couple of years ago, and let my registration expire. I issued a Certificate of Origin for every vehicle that I manufactured back then. Bob |
