Default G14 carb pilot screw

So I went to get on my cart and it wouldn't start. I looked on the carb and saw that the pilot screw and spring were missing. I have them on order but how should I adjust the screw when I put it in the carb.

Gently tighten the screw until it stops, then open it back up 1.25-1.5 turns.

Finally got the screw and spring in but cart still won't start. It will only run if I spray carb cleaner in the carb. Also the throttle cable is fine.

Is there gas in the float bowl? I had a lot of trouble with my g14 and trash somehow getting in the float bowl with stock gas filter.Took the chrome and glass one off my ironhead chopper and never had any more problems.Bought a new one for the chopper and the original now filters the fuel on the clone.
