That is too low, You need to see if there is an issue with the throttle wires right at the MCOR 3-pin connector.
First verify You have approximately 5v on Controller pin #1 White/Black wire. Disconnect the 3-pin connector at the MCOR and measure the voltage on the harness side. Black/White wire should be the same as You measured at the Controller Pin #1. Measure the Purple wire (meter negative probe) to pack positive battery post to make sure you get pack voltage. If You do, change the meter to resistance 20kΩ. Measure the resistance on the MCOR pins that align with the Yellow and Purple wires. The resistance should vary from less than 1kΩ (Pedal UP) to more than 6kΩ (Pedal DOWN). |

What was the voltage on White/Black-to-negative and the Purple-to-positive?
The resistance reading is right, if the the voltage on the white/black Controller pin #1 is correct you have one of those 3 wires pinched or bad between MCOR and Controller. |
