Only time it beeps is if I go to A1 to A2 or S1 to S2. There is no beep between A1 to S1 or from A1 or S1 to cause

Then that is good. For your series motor, do this to test run it.
With all cables removed from the motor, jack the cart up at the rear and connect a jumper from A1 to S1. Then connect 12 volts positive to A2 and 12 volts negative to S2. You may want to have a disconnect switch in-line with the power supply as some do and some do not.... |

You can measure what the controller is putting out to the motor between the M- on the controller and the B- while in Fwd or Rev. The voltage should be about 48vdc (or pack voltage) when the pedal is pushed just enough to engage the solenoid and then decreasing to 0vdc when the pedal is pushed all the way to the floor.

It is not "backwards", that is the correct reading from where You are taking the measurements.
You said in the first post the voltage on M- was about 28v with the pedal UP, that pretty much indicates a failure of the Controller as the Motor Armature should "pull up" the voltage on M- to near B+ when the Controller is no active. If the Voltage on M- at rest is that much lower than "pack voltage", that is an indication of excessive current going through the pre-charge resistor which causes a voltage drop on Controller B+. |

So I should replace the controller again? Does anyone know where to buy a refurbished or used one at? Or anyone that repairs them

Here is the controller I have it’s a 700amp 5-0k throttle and it’s just an m terminal not m-

Did You check if the Resistor is getting Hot when the Motor is disconnected?
