Default 89 ezgo arcing

I have a 1989 ez-go electric cart that arcs really bad between the 1st lug and 2nd lug on the speed control board. I have replaced the speed switch board, movable wiper contact, resistors, micro switch, and solenoid, and it still arcs. It gets so bad sometimes that it starts moving when you move the forward/reverse switch into gear, without pushing the accelerator petal. Any info would be appreciated.
