They really are no good. They are only going to the 60% full charge point. Chances are that when climbing a hill that requires more voltage, your batteries have nothing left to give. Hook your meter to the batteries again 1 at a time, and gently powerbrake the cart for a couple seconds(foot on brake and hit accelerator lightly) and record those voltages--post those. If they are way below 6 volts, the batteries are toast---but post those voltages while loading up the motor.

I checked the entire set of batteries and get 36.7 reading across al battereies. I will check under load tonight and post the results. When I go up hills it works fine but at a much slower pace, a little faster than walking speed. When I say hill, Im speaking of a large hill.

The link you provided was very helpful in determining the state of charge, in the batteries. Thank you.

When I got the cart the battereis had a low water level so I filled above the lead and charged but the charger only runs between 1 and two hours and never goes below the 20 amp mark on the gauge.

if your charger is staying at 20 amps and turning off after just a few hours its time for new batteries........................................8 )
