What is this, and this?

What is this? I think it has something to do with lowering voltage for lamps, etc.

And this? I have no idea.

The first one is a CC voltage reducer it works on the NEGATIVE side of 16 volts to reduce it to 12v

The second one is CC easy access fuse panel

Remove the bolts to see the fuses
