Default Brakes Lockup

Before I start making all kinds of ajjustments. I'm working on a
S/N T0043951706 ( I believe it means mfg. in 2000)Electric Club Car that when the brake pedal is depressed nothing happens until the Lock engages and then an abrupt stop. The lock position seems a little high. The release is good with the throttle. Looked under the cart and lubricated the brake pedal mechanism that was pretty rusty.
Will not see this cart for another 4 days. Any ideas what to look for? Also where can I get adj. procedures and service manual for this brake system?

If it's damp outside these pads will tend to stick and lock up. If that's not the case, there are several adjustment points. They would be in an EZ GO manual located in the EZ GO section on the home page. The brakes should start to work before the pedal reaches the lock position.
There is a brake cable for each side and they meet near the brake pedal. I think the front adjuster is what you need for the park brake ht. and pressure.
It's supposed to take 35# to depress the park brake and lock it. You can test it with a bathroom scale. Seriously, the EZ GO tech did that. Press the scale on the pedal until it goes to 35# and adjust with that if you need to.
There are external adjusters on the cables and the shoe adjusters in the drums.
