Okay thanks for educating me. CC has used 3 types of speed controls over the years and all with different ranges Anyway seems according toi the manual you are not getting full throttle. Check the physical travel and connection from the peddle to the wiper arm. Perhaps a linkage adjustment will help?

So, to close this out, the linkage under the cart was bent, I adjusted the linkage and now I have full throttle.
