199?5 club car ds gas engine only goes fast cannot drive at slow speed

Hello new to forum and carts in general. My 1995( I think) club car seems to have two options wide open or not running. It has a new carburetor, butterfly is intact. If I disconnect the cable that turns the butterfly valve I can manually turn it without problem , and the motor responds as it should. When I reattach the cable it holds it wide open and I can barely get it reattached it's so tight. I didn't see any way to adjust it. ( did I miss it?) It just doesn't seem normal to not be able to puttputt around in a "golf cart"! Lol thanks for any help you can give me.

There is also a ground cable that is unattached and I don't know where it goes.

If you've isolated the problem to the linkage, you probably just need a new throttle cable. I don't know of any adjustment to a throttle cable that will allow zero to immediate full throttle.

Sounds like it was put on in the wrong position. Does the lever for the butterfly have 2 holes?There are nuts on the cable to move the cable... like the brake cable on a 10 speed bike
