Default 1993 Club Cart Brake adjustment

Set up the brakes according to the manual I have...looks to be a 1988 reprint....

-Set up the pedal cable so it was not engaging the the lever, Pedal has about 1 inch play before the level pulls in.
- Pulled the drums cleaned and blew all out...lubed the in/out adjust screw along with the up/down slides
- Put the drum back on and turned the adjust screw until the brakes locked ... then backed off 5 turns as requested.....
-In driving the cart, in a slow speed the brakes work nicely, but get a little speed up or go down a 15/20 degree plane and you can jam the brakes down and the cart keeps on going.....

....What do I need to do...tighten up the shoes 1 click at a time until they work on a ibline...l?????
The drum were fine,no wear etc...shoes look brand new......

On a flat level surface jack up one wheel at a time & adjust brakes till they lightly drag. Usually u can feel them drag on one spot while rotating the wheel by hand. After u do this to both sides you should have a very SOLID pedal and brakes should lock up if you tromp on them while moving with any speed. If after this the problem persists recheck the shoes for 'glazing' and the drums for grease/oil or excessive grooving...in some cases, Glazing can be undone with coarse sanding paper - careful not to breath the dust! P.S.
Check the brake cable adjustment as well. Peddle should be solid @ half way down......
