After a little research, I have found that the 1313-4401 programmer has OEM access level so it should be able to enable Freedom Mode.

Sorry, it takes a Development level programmer to toggle Freedom Mode on.

Don't thank us yet... Try to find someone to toggle Freedom Mode for you instead of using a passkey. The passkey will lock some advanced parameters that will limit your controllers max current to a "safe" level that is well below 50% of your controllers rating.
